Frederick, MD — Jenn Alcorn, candidate for Frederick County Council District 1, today published her full education platform, outlining the specific priorities and commitments she will bring to the County Council on behalf of Frederick County Public Schools students, educators, and families.
“My vision for Frederick County Public Schools is to be the premier public school system in Maryland,” said Alcorn. “That means every student has a clear path to success from universal Pre-K through graduation, and every educator and staff member is valued, respected, and able to thrive in the community they serve.”
Funding Education as a County Priority
Alcorn is committed to treating the FCPS budget as an investment in Frederick County’s future, not an expense to be minimized. She will support full funding of Board of Education operating requests, meet and exceed Maintenance of Effort requirements with a built-in measure for inflation, and advocate for improvements to the Blueprint for Maryland’s Future funding formula — including a hold harmless provision tied to late January enrollment counts to more accurately reflect school needs.
Alcorn also supports dedicating a defined percentage of new tax revenues generated by data center development to FCPS, providing a predictable, stable funding stream that would meaningfully improve educator compensation and support recruitment and retention.
Recruiting and Retaining a Diverse Workforce
Drawing on nine years of professional experience in recruitment and retention, Alcorn recognizes that building a strong educator workforce requires both long-term planning and intentional investment. She will support partnerships between FCPS, local colleges, and the county to strengthen teacher pipeline programs — including scholarships, mentorship, and tuition assistance — to encourage FCPS graduates to return and teach in the schools that shaped them.
Alcorn also ties educator retention directly to housing affordability, supporting student loan repayment programs, housing assistance tied to years of service, and implementation of the county’s strategic plan informed by the recently released Housing Needs Assessment. “Our teachers and staff should be able to live in the community they serve,” she said.
Addressing Overcrowding and Aging Facilities
Alcorn supports long-term, strategic capital investment to build and renovate schools that keep pace with enrollment growth. She will leverage all available funding sources — including school construction excise taxes and data center revenues — to accelerate critical capital projects and deliver needed classroom space more quickly.
Equity in facilities is equally important. Alcorn will support a Capital Improvement Plan that prioritizes older schools facing significant infrastructure challenges, citing facilities like Brunswick High School as examples where building conditions and functional limitations must be addressed. She believes educators and support staff should have a direct voice in renovation and replacement planning.
Protecting the FCPS Workforce
Alcorn opposes privatizing or outsourcing work currently performed by FCPS employees. “The individuals who serve our students every day play an essential role not only in their education, but in their safety, well-being, and overall school environment,” she said. “Cost alone should not be the determining factor.”
Commitment to Collaboration
If elected, Alcorn has committed to visiting every school in District 1 to build a ground-level understanding of the needs of students, staff, and educators. She will implement ongoing listening sessions with teachers and support staff and work collaboratively with employee associations, the Board of Education, the Superintendent, and the state delegation to ensure FCPS has the resources necessary to maintain excellence and plan for the future.
